framework: the pre-term of COVID-19, a disease that emerged at the end of 2019
and still present in our day. The theoretical methods used pointed to the analytical-
synthetic method and the system approach, so that the basic concepts of research
could be defined and existing information organized, respectively. Within empirical
methods, we use the document analysis method, in order to review the texts and
documents available online – and that address this object of study. The main
results focus on the global economic situation and the decline of global trade,
unquestionably leading to acute food insecurity and a crisis of the same nature,
which would not lead to the immediate and full exit from the critical food situation,
one of the many urgent problems in today's world.

Introducción
La situación alimentaria global, a inicios de la tercera década del siglo XXI, no
proyectaba mejorías en muchos países, especialmente en los del Sur. En parte,
esto sucede por la preponderancia de los intereses de las grandes trasnacionales
que dominan la producción y comercialización de alimentos a nivel internacional,
junto a los efectos negativos del cambio climático. Se esperaba así que, en
2020, unos 168 millones de ciudadanos a nivel global necesitarían importantes
aportes de ayuda alimentaria internacional.
Desde el Programa Mundial de Alimentos de las Naciones Unidas (PMA), se declaró
la existencia de al menos 15 territorios urgidos de tal ayuda alimentaria, que
podrían empeorar si no había un rápido y adecuado apoyo internacional.
EL PMA estima que el impacto económico del COVID-19, en 2020, podría elevar a
265 millones el número de personas expuestas a la inseguridad alimentaria,
registro que casi multiplica por dos a 2019, cuando se estimó que unos 135
millones de seres humanos en el mundo estarían en esa situación. Esto provocó
la necesidad de aumentar los programas de ayuda y cooperación alimentaria, a
nivel mundial. Se estima que 265 millones de ciudadanos de los países de ingresos
bajos y medios estarían en situación de inseguridad alimentaria aguda, a finales
de 2020. De ahí la importancia de adoptar medidas urgentes ante este peligro.
La mayoría de los que padecieron inseguridad alimentaria, en 2019, se ubicaron
en territorios en conflictos (77 millones), dificultades ante el cambio climático (34
millones) y crisis económicas (24 millones). Las peores situaciones se
concentraron en 10 territorios: Yemen, la República Democrática del Congo,
Afganistán, Venezuela, Etiopía, Sudán del Sur, Siria, Sudán, Nigeria y Haití. Crítica
era la situación en Sudán del Sur, donde el 61% de la población se hallaba en
situación de crisis alimentaria. Grandes problemas tuvieron seis países en los que,
por lo menos, el 35% de su población estaba en estado de crisis alimentaria, a
saber, Yemen, República Centroafricana, Zimbabue, Afganistán, República Árabe
Siria y Haití. Actualmente, 821 millones de personas se van a la cama con hambre
cada noche, en todo el mundo (Ricoy, 2020).
